Is the Director of the Institute for Strategic Studies and Democracy (ISSD) in Malta which covers through its research issues of human trafficking through Libya. He served as a professor of international relations at universities in the United States and in Northern Ireland as well as a senior advisor for United Nations Global Convention and executive director of the office of former UN Secretary General, Kofi Anan. De Silva has more than 30 years of experience in diplomatic work, arbitration, and negotiations during emergency cases, severe social divisions and civil wars. Moreover, he co-edited many books about media outlets, humanitarian work, political aggression and peace-making.
